Any of the following persons shall be deemed ineligible to be nominated or elected as a member of the Council or to remain a member:-

(a) Non-Nepali citizen,

(b) This section shall not be applicable in the case of members whose names have not been registered or whose names have been removed from the register, level, clauses (k) and (l) of sub-section (1) of section 5.

(d) having been found guilty by a court of law on a criminal charge involving moral turpitude, or

(e) mentally impaired.
